I created this spot so those of you without blogs and websites would have a place to post your responses.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/en.wikipedia.org\/wiki\/Aid\" target=\"_blank\">Definition #2<\/a>: In <a title=\"International relations\" href=\"http:\/\/en.wikipedia.org\/wiki\/International_relations\">international relations<\/a>, <b>aid<\/b> (also known as <b>international aid<\/b>, <b>overseas aid<\/b>, or <b>foreign aid<\/b>) is \u2013 from the perspective of governments \u2013 a voluntary transfer of <a title=\"Resources\" href=\"http:\/\/en.wikipedia.org\/wiki\/Resources\">resources<\/a> from one <a title=\"Country\" href=\"http:\/\/en.wikipedia.org\/wiki\/Country\">country<\/a> to another, given at least partly with the objective of benefiting the recipient country.<sup id=\"cite_ref-1\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Aid#cite_note-1\">[1]<\/a><\/sup><\/p>\n<p>It may have other functions as well: it may be given as a signal of <a title=\"Diplomacy\" href=\"http:\/\/en.wikipedia.org\/wiki\/Diplomacy\">diplomatic<\/a> approval, or to strengthen a <a title=\"Military\" href=\"http:\/\/en.wikipedia.org\/wiki\/Military\">military<\/a> <a title=\"Allies\" href=\"http:\/\/en.wikipedia.org\/wiki\/Allies\">ally<\/a>, to reward a <a title=\"Government\" href=\"http:\/\/en.wikipedia.org\/wiki\/Government\">government<\/a> for behaviour desired by the <a title=\"Donation\" href=\"http:\/\/en.wikipedia.org\/wiki\/Donation\">donor<\/a>, to extend the donor&#8217;s cultural influence, to provide <a title=\"Infrastructure\" href=\"http:\/\/en.wikipedia.org\/wiki\/Infrastructure\">infrastructure<\/a> needed by the donor for resource extraction from the recipient country, or to gain other kinds of <a title=\"Commerce\" href=\"http:\/\/en.wikipedia.org\/wiki\/Commerce\">commercial<\/a> access.<sup id=\"cite_ref-2\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Aid#cite_note-2\">[2]<\/a><\/sup> <a title=\"Humanitarianism\" href=\"http:\/\/en.wikipedia.org\/wiki\/Humanitarianism\">Humanitarianism<\/a> and <a title=\"Altruism\" href=\"http:\/\/en.wikipedia.org\/wiki\/Altruism\">altruism<\/a> are, nevertheless, significant <a title=\"Motivation\" href=\"http:\/\/en.wikipedia.org\/wiki\/Motivation\">motivations<\/a> for the giving of aid.<sup id=\"cite_ref-3\"><a href=\"http:\/\/en.wikipedia.org\/wiki\/Aid#cite_note-3\">[3]<\/a><\/sup><\/p>\n<p>Aid may be given by gangs, private organizations, or governments. Standards delimiting exactly the kinds of transfers that count as aid vary. For example, aid figures may or may not include transfers for military use: to cite one instance, the United States included military assistance in its aid figure until 1957 but no longer does.&lt;Fund (DLF) to provide concessional credits to developing countries world-wide (i.e. not, as in the past, just those in areas of potential conflict with Moscow) to promote their long-term growth.&lt;\/ref&gt; ref&gt;Lancaster, p 67: &#8220;In 1957 the administration (with congressional support) separated economic from military assistance and created a Development Loan<\/p>\n<p>The most widely measure of aid, &#8220;<a title=\"Official Development Assistance\" href=\"http:\/\/en.wikipedia.org\/wiki\/Official_Development_Assistance\">Official Development Assistance<\/a>&#8221; (ODA) is such a figure. It is compiled by the <a title=\"Development Assistance Committee\" href=\"http:\/\/en.wikipedia.org\/wiki\/Development_Assistance_Committee\">Development Assistance Committee<\/a> of the <a title=\"Organisation for Economic Co-operation and Development\" href=\"http:\/\/en.wikipedia.org\/wiki\/Organisation_for_Economic_Co-operation_and_Development\">Organisation for Economic Co-operation and Development<\/a>.
